Dubai Healthcare City Authority – Regulatory (DHCR), the regulator of Dubai Healthcare City, today announced a new commercial license Zawel (Arabic for ‘start’) which allows companies to start their business in the free zone without a lease agreement or an office space for the first year of operation.
The Zawel license is in line with the Dubai Government’s vision towards enhancing business competitiveness and stimulating economic growth, especially in the SME (Small and Medium Enterprise) sector. It offers investors minimum start-up costs and up to two visas regardless of legal frame and type of business. At the time of renewal (after the first year), the entity will require a valid lease agreement.
Dr. Ramadan AlBlooshi, Chief Regulatory Officer, Dubai Healthcare City Authority, said, “In line with Dubai’s efforts to increase competitiveness and improve ease of doing business, Zawel will encourage entrepreneurs to transform their innovative ideas into sustainable business models. The introduction of this new license will strengthen DHCC’s investment environment, attracting unique offerings to the free zone and supporting the Dubai startup ecosystem.”
Four segments – healthcare management, regional headquarters, consultancy and support services, across more than 20+ activities are eligible to apply for the commercial license including research consultancies, medical equipment suppliers, healthcare architectural and engineering firms, accreditation institutions, and representative offices for healthcare and pharmaceuticals. These companies can operate as a free zone limited liability company or a branch of UAE company.
