The Executive Team of the Online Service Index (OSI), an indicator of the UAE Vision National Agenda 2021, held its first meeting in 2019 at TRA’s HQ in Dubai. The meeting was chaired by Salim Al Hosani, TRA Acting Deputy Director General for Information and e-Government Sector, and was attended by members of sub-teams representing the various local authorities in the UAE.
The meeting was aimed at reviewing the new O6 initiative action plan, which is geared towards advancing the UAE from the sixth place globally to be a world leader in the UN's OSI.
The meeting commenced with a presentation by the Chairman of the National Team where he reviewed the O6 action plan, which provides for the division of tasks of sub-teams into successive stages (each spanning six weeks), during which activities of each sub-team will be developed and followed up periodically until they reach the desired target.
Commenting on this meeting, H.E. Hamad Obaid Al Mansouri, TRA Director General, said: "The OSI Executive Team meeting is a continuation of our previous efforts to accelerate the pace to achieve the UAE Vision 2021 to be ranked first in the world. Our wise leadership has placed its trust in us and invited us to celebrate being the world’s number one by 2021. As such, we are keen to be worthy of that confidence by leapfrogging top international players. I am sure that we will realize this goal with cooperation, partnership, optimism and hard work.
In turn, Mr. Salem Al Housani, Acting Deputy Director General of the Information and mGovernment Sector, and Chairman of the OSI Team, said: "The O6 action plan is a roadmap for reaching one of the top three places in the world during the 2020 UN e-Government Report. We are fully aware that achieving this feat poses a formidable challenge that requires no small amount of dedication. We have six months and we can achieve much in them."
Mr. Al Housani pointed out that this initiative has four pillars, saying: “the four pillars of this plan are (1) expectation simulation at the local government level, (2) dealing with OSI challenges, (3) impact of soft power, and (4) application of innovation factors. If we act on these drivers, we will make strides and be on track to achieve global leadership.”
During the meeting, the sub-teams presented their vision for the next stage. They also focused on developing the UAE content to focus on tolerance. The discussions reviewed the gaps and weak points in the OSI and the best solutions to avoid such points. This also included learning about the experiences and key initiatives of developed countries and using the same to meet the objectives of UAE Vision 2021.
The meeting also saw the celebration of the OSI Executive Team for winning the Mohammed bin Rashid Government Excellence Award at its fifth session, as the best achievement of the National Agenda, which is awarded to national teams of ministries and government entities that achieved the best results in the National Agenda indicators. As part of the award categories at the sub-criteria level.
The OSI Executive Team comprises representatives of 11 federal and local government entities. Its priorities are to provide a sustainable environment and an integrated infrastructure and to achieve the goals set at the global level. The Team acts in accordance with major global trends in the e-Government Survey, namely: bridging the digital divide, Open Data, promoting use, multichannel services, Connected Government (G2G), and e-participation.
