The Community Development Authority in Dubai (CDA) recently succeeded in closing the distances to reunite a baby girl with her mother who left the country several months ago. Dr. Abdelaziz Mohamed Al Hammadi, Chairman of the Selection Committee for foster families in Dubai and the director of the family cohesion department in CDA said that the interest of the child and ensuring that she is raised in her natural environment with her biological mother was the main motivation for a serious and urgent efforts for the alternative care staff in CDA for weeks. Dr. Al Hammadi pointed out the importance of the intensive cooperation with all concerned parties in order to overcome the procedural obstacles and to reach the best formula that benefits the child.
The mother was deported to her home country before the girl's identity was detected by DNA analysis. Once the identity of the child was identified, CDA was keen to ensure that the child had the right to live with her mother in her natural environment, the thing that is not available in the case of abandoned children who are cared for within alternative foster families.
Dr. Al Hammadi said: “CDA received the infant several months ago in accordance with the procedures followed for abandoned children to be cared for in the Family Village for Orphans part of the Awqaf and Minors' Affairs Foundation and we were looking for a suitable alternative family for her to be raised within. Later we were informed by the concerned authorities that the girl's DNA was matched with a Filipina woman who had recently been expelled from the Dubai, which made the girl’s biological mother known and thus opened the hope that the child could live with her mother and in her natural environment”.
“The course of action in the child's file has been completely transformed from embrace procedures to procedures that require cooperation and joint action with a number of authorities in Dubai on the top of them obviously the Philippine Consulate in Dubai as the mother has the Philippine nationality, in addition to The General Department Of Punitive & Correctional Establishments of the Dubai police and the Public Prosecution in Dubai, in order to complete all legal and procedural matters and to ensure the child reunite with her mother as soon as possible”
“The Alternative Care Team in CDA dedicated their time to work on the girl's file, the girl was temporarily called Shamsa which is taken from the word “Shams” that means the Sun, we wanted to be optimistic that her life would be brighter. The work took several weeks and a lot of meetings and follow-up and overcoming variety of challenges, and was successfully accomplished when the girls finally travelled to her mother attended by an escort from the Philippine Consulate”
Dr. Al Hammadi thanked all the parties and the individuals who contributed to the success of this task, stressing that the common goal of all parties was to protect the child and to ensure that she grown up in a healthy environment. Al Hammadi also called for the development of a sustainable solutions suited to the individual situations and circumstances of each child.
