Smart Dubai has signed global non-profit industry association TM Forum’s Smart City Manifesto, pledging commitment to a set of principles regulating the deployment of smart platforms that manage the vast reservoir of city data.

The Manifesto stems from TM Forum’s conviction that the challenges that cities around the world face require more than technology: there needs to be a shared collaborative framework between residents, the public and private sector to drive the desired outcome of sustainability, inclusivity and targeted innovation that benefits cities and their residents

The online form was set to be profiled at the Smart City Expo in Barcelona, Spain, where Smart Dubai took home the prestigious City Project Award for the Dubai Blockchain Strategy in November 2017, following fierce competition against 308 projects from 58 countries. The award recognises the most innovative and successful projects that are already being implemented or developed in any specific urban development area.

Her Excellency Dr Aisha Bint Butti Bin Bishr, Director General of the Smart Dubai Office (SDO), said: “True to our mandate, we, at Smart Dubai, look diligently for any opportunity to join hands with likeminded organisations to develop the international smart city sector, catalyse the invention and implementation of futuristic, avant-garde technologies and propel Dubai to the fore of the global smart city and technology sectors. This, in turn, brings us ever closer to our objective of making Dubai the smartest and happiest city in the world.”

“By embracing and implementing platform business model principles, cities around the world can become leaders in knowledge and innovation,” Dr Aisha added. “These pioneering cities will transform themselves into tech hubs, improve quality of life for their residents, and guarantee their preparedness to efficiently and proactively face the challenges that are likely to arise in the future, all the while attracting talent, creating jobs and supporting innovation.”

The Manifesto comprises 10 principles that signatories adhere to as they develop their smart city policies, strategies and projects, pledging to optimise their platforms to: enable services that improve the quality of life in cities, benefitting residents and the environment; to bring together both public and private stakeholders in digital ecosystems; support sharing-economy principles and the circular economy agenda; provide ways for local start-ups and businesses to innovate and thrive; enforce the privacy and security of confidential data; and inform political decisions while offering mechanisms for residents to make their voices heard.

Furthermore, the Manifesto urges participating entities to create city platforms that involve the local government in their governance and curation and are built and managed by the most competent organisations. These platforms must be based on open standards, industry best practices and open APIs (application programming interfaces) to facilitate a vendor-neutral approach; they must support a common approach to federation of data or services between cities; and finally, support the principles of UN Sustainable Development Goal 11: Making cities and human settlements inclusive, safe, resilient and sustainable.
