The same message has been appearing in Dubai expat groups since the World Cup. Someone registers on Play971, gets through Emirates ID verification, opens the app in Marina or Business Bay, and hits a wall: access restricted in your location. Then they try a VPN and make it worse. If that is you, nothing is broken. "Play971 not working" in Dubai is the system working exactly as designed. Here is why Play971 in Dubai is off, what online betting in Dubai actually means today, and what you can do about it.
Play971 is licensed federally by the General Commercial Gaming Regulatory Authority (GCGRA), but gaming in the UAE is switched on emirate by emirate, and Dubai has not switched it on. The platform's own notice says it plainly: accessible within the UAE, except Dubai.
The GCGRA was created in 2023 to license and supervise all commercial gaming nationally. Its framework sits on top of emirate-level decisions, with room for one online licence per emirate. Coin Technology Projects LLC, an Abu Dhabi company in the Momentum group (the same group behind the UAE Lottery), holds the first internet gaming and sports wagering licences and launched Play971 fully on 5 June 2026 after a trial that started in Abu Dhabi and Ras Al Khaimah in November 2025.

Location is verified on your device every session, using technology from Xpoint, a company that does the same job for regulated markets in North America. The app or browser needs precise location on. If your phone reports Dubai coordinates, you cannot play.
Three consequences follow.
VPNs and proxies are detected and blocked. Using one breaches the terms and can get an account suspended. A regulated operator is obliged to take this seriously.
The check is live, not one-off. Registering in Abu Dhabi does not give you access once you are back in Dubai.

If the platform refuses you and you are not in Dubai, run through this list. Precise location: the app or browser needs the precise setting, not approximate. VPN or proxy: corporate VPNs on work phones and privacy apps are the usual culprits; disconnect them completely. Location services: switched on at the operating-system level, not only for the app. Device type: a Wi-Fi-only tablet with no GPS can fail the check even in Abu Dhabi. Border areas: near the Sharjah–Dubai line, give the phone a minute to get a clean fix. If all of that is in order and you are still blocked, you are in an emirate that is not participating, and no amount of settings will change it.
Plenty of Dubai residents already spend Saturdays on Yas Island or Saadiyat, at Al Marjan Island in RAK, or visiting family in Sharjah. Set the account up during the week: register, verify with your Emirates ID, confirm your address and set a deposit limit. On the day, once you are across the border, open the platform with location on and the sportsbook and casino are both available. Pre-match bets placed while you are in a covered emirate settle normally after you drive home; you simply cannot place new ones from Dubai. For a football fan, that means Saturday's fixtures can be backed from the brunch table in Abu Dhabi and watched from the sofa in Dubai.
Because every advantage an offshore site has over the licensed platform is a missing safeguard. It works in Dubai because nobody is enforcing anything.
